RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.
We've covered validation in many articles, but it's worth re-examining. ASQA defines it as a quality review of the assessment procedure.
In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.
The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.
We are required by the standards to carry out two types of validation.
The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.
The Basics of the Two Types of Assessment Validation
What Does Assessment Validation Mean?
As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.
On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
In this write-up, we will focus on assessment tool validation.
How Assessment Tool Validation is Conducted
Having distinguished between the two types of validation, let’s dive into the details of assessment tool validation.
Appropriate Times for Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.
Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:
- your resources get updated
- you add new training products on scope
- training product updates are reviewed against your course
- your risk assessment includes identifying your learning resources as a risk
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.
What Training Products Should Be Validated?
Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.
What Do You Need for Assessment Tool Validation?
Instructional Resources
To validate assessment tools, you need the complete suite of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Assessment Validation Team
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
Together, your validation panel should possess:
Relevant vocational competencies and industry skills for the unit being validated
Current knowledge and expertise in vocational teaching and learning
Any of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the next version
Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

Assessment Basic Principles
Fairness – Does the assessment provide equal opportunity and access to all participants?
Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?
Validity – Does the assessment test what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment yield the same results each time, no matter who conducts the training? Will different assessors make consistent decisions on skill competence?
Evidence Rules
Validity – Is the evidence demonstrating that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool confirm that the work is the candidate’s own?
Currency – Do the assessment tools correspond to current units of competency and industry practices?
Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:
Practice What You Preach
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
nappying
prepare bottles, feed babies from bottles, and clean equipment
solid food preparation and feeding babies
respond suitably to baby signs and cues
prepare and settle infants for rest
monitor and encourage age-appropriate physical exploration and gross motor skills
Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Pay Attention to Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Clarify Further
Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?

Possible answers could include:
Required materials
Associated costs
Duration of activities
Allocated duties and responsibilities
When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:
Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolating, engineering, administration
Structural hazards – substituting, isolation, engineering controls
Chemical hazards – isolation, engineering controls, administration

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
